Cvt whining noise

Whining noise starts around 1750rpm especially while driving uphills, it disappears when cvt changes its ratio and lowers the rpm. I have two theories: 1. CVT belt makes this sound 2. Something wrong with my Turbo because it might be kicking in about 1700-1800 rpm and the noise starts with activated turbo.
