Operator specialties r6 not working

I am playing r6 for a while, I finished operator specialties whit out a problem. My gf wanted her own account to play siege, and for some reason all operator specialties on her account are locked and I have no idea why.

The operator specialties were available to me before but after I unplugged my ps5 and went back on r6, it gave me the option to choose online data or local data.
